It's spyware - use your anti-spyware scanner in safe mode and perform a full scan.

Free softwares:

Spyware - Search %26 Destroy

Ad-Aware

You have a malware program on your computer or an internet explorer hack which uses web objects to create popups. This is not easy to fix unless you know what you are doing, start off my installing SuperAnti Spyware Free edition and run a complete scan and delete anything found, then do the same with Spy bot search %26 destroy because AVG does not protect against malware only viruses. Restart your computer after you search with both programs and see if the popups stop. If they didn't then internet explorer has been hacked by a website where you installed a component for IE accidently. Go to www.geekstogo.com and post your problem and a complete information text using HijackThis program so that someone who specializes in the component you installed so they can help you remove it. Also consider getting an advanced process program which lets you see which processes are running on your computer, identify these and post them on the forum on geekstogo, and someone should help you there.
