Why is my friend's computer selectively blocking websites?

My friend has a laptop and she typically browses in IE7. She has norton antivirus. Recently some more popular websites have not been loading for her at all, (neither in firefox or IE7, and the sites are definitely up.) These include sites like yahoo (why I am posting this and not her), facebook, bahn.de, some other smaller sites. She gets a "request times out". Things like AIM and Skype work fine and she is not behind a proxy other than any firewall her ISP may have. She also did a scan with norton antivirus yesterday and nothing was found. What could cause something like this? Is there spyware that can block specific sites from being loaded? We've also gone through the command prompt and tried to ping these sites to no avail.

Spyware, adware, or viruses can change critical Windows operating system files to block users from visiting websites. The best thing to do would be to use another computer to visit http://www.lavasoftusa.com/products/ad-a...

Download the software using the link provided and then transfer it to the problem computer.

Install and run the software and then scan the computer. Use Ad-Aware to delete the software. You can also find a free anti-virus on this site http://free.grisoft.com/doc/1.

If this doesn't work then visit a computer support forum and repeat this post and ask for help on how to use the following programs:
