The folder options lost in vista..help?

the folder options is lost and is not coming when i press tools button. idid a full system scan with Kaspersky antivirus with latest definations update but nothing came out... when i give folder options command from run the message comes

"Operation cancelled due to restriction on this computer contact system administrator" what to do ?????

Hit the Alt key while in Window's Explorer. Folder options is under the "Tools" menu.
I think you are attacked by a virus or spyware.

Here is a tool for you to enable everything which includes Folder options, Registry Editor and Task Manager (Ctrl+Alt+Del)
